I would say the Dell e1420 would be a good choice. You can customize it very easily from Dell. Start off with a top CPU like the Core 2 duo t7300, 4 GBs of RAM, 160GB HD 5400RPMs and a NV8600 graphic card and you are in business.

Two components make a computer "fast." The processor and memory, and memory has a much bigger impact. The processors on the market now are going to be fast, no matter what you buy. Depending on where you buy the PC, they may still sell laptops with a single-core processor, but you would do best to buy a dual-core. Other than that, the actual speed is not going to make to much difference (in other words, don't fret over whether it's 2.1 GHz or 2.2 GHz - you won't notice the difference).
Memory, on the other hand, will make a noticeable difference in the speed of your notebook. You don't mention whether you are considering a Windows or Mac notebook, but if you are going for Windows, I recommend no less than 2GB, because you will likely have Windows Vista, and tests show that while you can function with 1GB, you probably won't be very happy, especially since you mention pictures. If you do any kind of work with the pictures (editing, etc), trust me, get 2GB of RAM.
Finally, the hard drive. This is important for holding all of your pictures. Many notebooks have at least a 100GB hard drive, and this is the minimum that you should look at (without knowing how you define "a lot" of pictures).

I am planning on a new laptop in about 12-24 months.
Since IBM only use Intel chips, I avoid them. Otherwise, I look for one that has twice the memory as required to run the OS (and Vista - gag - especially the "better" editions, sucks-up 1Gb without blinking), and lots of legs (CPU speed). My current XP unit has 3/4 of a Gb, and 1.6Mhz. I still game on it, but the main use is for word processing.

things you might want to look for: windows xp (home or pro) cuz vista is still slightly unstable - fast cpu like an intel duo core2 (AMD works really well too) at about 2.0 ghz or better, ram of 1 gb or better ddr2, hard drive size as large as you can find for storage (about 150 gigs or so should do you great for a LONG time) - also you can add external hard drives for more storage

you'd wanna look for memory over 1GB and anything over 160GB hard is ok.
If you use the internet a lot then don't get windows vista ,problems occur with vista and internet (not good, vista bad!)
if you wanna buy a Mac, then you don't have to install ANY virus programs!

You should make sure that it has at least 1GB of memory for all of your files, and USB ports, wireless internet, Microsoft Office, Windows XP or lower, etc.
