2 points - easy, just put the line through the middle of the cone somewhere.
1 point - line has to be tangential to the cone at some point on the side, or pass through the vertex at a shallower angle than the slope of the cone.
Segment - the line either runs along a side of the cone, or through the base.

2 points means that the line cuts across the cone (and produces a segment)

so that leaves 3 points as not being a possibility
