and is drug testing of the mother standard during pregnancy?

Only if the baby shows symtoms of being exposed to drugs. Then they do it in the nursery and if it's positive CPS is called and you don't leave with the baby. The baby goes into foster care and it takes about 12 months to complete programming and prove you aren't on drugs before you gain custody of the baby.

Only if it appears the mother is intoxicated or has a history of abuse or use...it's used to prosecute the mother and have child taken into protective custody.

What? Why, when? Well just quit whatever you 'dont' use. If they show symptoms, they will be tested. Stop killing your kid, and not to avoid jail time for it!
