I have a Dell Computer that is not Powering On...PSU is okay and I am afraid to spend on a Motherboard and find out the CPU is Fried as well...Anyway to Bench Test a CPU?

Sure, if you want to send it back to the manufacturer. The easiest thing to do here is install a different CPU temporarily. You will need the help of a computer repair facility. See if Dell will give you the name of a service technician in your area.

Um, sorry, but to do that, you have to have a mobo...

You will have to have someone check the CPU and mobo for you.

Mind you, the simplest explanation is a loose wire. Check all your connections to/from the PSU.
