because those who weren't all for the Jacobin cause were thought to be secret royalists or whatever and their presense was a threat to the Committee and the Jaobins in charge. Robespierre and his allies who basically afraid and did whatever they could to ensure their grip on power was tight, obviously it did not work

Paranoia. Robespierre and St. Just knew they were getting more powerful everyday, and knew that others like D'Anton and Marat had different ideas about how the new French republic should be established. If a Robespierre supporter saw someone talk to a D'Anton supporter that could lead to heads rolling. That was during the "Reign of Terror."
