You can buy a cheap microphone from any Target or Wal-Mart. Then use Audacity (Free Audio Software) to record. Audacity can be downloaded at http://audacity.sourceforge.net/

If you have $125 to spare, I recommend getting an Alesis Multimix 8 USB mixer & audio interface.

Like Anthony said, Audacity is great for those on a budget. I find it slightly limiting, but it depends on how much you want to do with your sound. You're going to need a sound card or a mixer with a USB/firewire output. Chances are you have a soundcard already, where the speakers plug in. There is a microphone input on there but if you get a chance to do the USB thing the sound is SO much cleaner. Either that or an XLR (that three-pronged microphone cable) hardware/adapter kind of setup. If just messing around and don't want to get knee deep in debt, the soundcard is fine.

Microphones are an investment, I would start out with a cheap dynamic microphone like the ones you see set up at nightclub stages, and if you stick with recording work on your collection. Im not an expert engineer or anything but I've been doing it for a while and I have a grasp on some basic things so if you have any questions about recording you can email me.

use a microphone and windows media player. or you can buy a music editing program and add all sorts of cool stuff, like you can record piano and then your voice and then layer them.
