36.25 is the same as thirty-six and a quarter
36 1/4

3.65 is closest to three and two-thirds
3 2/3 (=3.6666666666666667) which is a tiny bit larger

3.65 is also close to three and three-fifths
3 3/5 (=3.60) which is a tiny bit smaller

You didn't say what kind of flooring you are installing; wood, linolium, tile etc, but generally, you need to get some excess, because there will be some waste when trimming to size during installation! So I'd call it 37 x 4; this would give you about 12% extra.
