Or are cultural values a sub-group of social values? Are values social by nature?

Social values are values that a larger group holds, don't steal, don't murder, don't cheat. These values can change as time goes on and society as a whole progresses (women's rights).

Cultural values are passed down from previous generations. In America this is usually done withing the family structure. Religion and how you treat the elderly are often cultural values.

Cultures within society also have their own sets of norms. Drug culture, the gay and lesbian culture, university culture. All of these groups have their own set of norms within society.

Cultural values are those that are held in a homogeneous population. For example, aboriginal peoples or closed religious sects. These types of populations have a different set of values than those of the general population.

Societal values are those that most everyone regardless of cultural values can agree on. For example, most societies regard murder as wrong.

What we have in this country is a number of individual cultures all simultaneously existing in the same society. While we all do not understand each others cultural idiosyncrasies, we all agree to abide by a basic set of rules so we can all live together.

They're all related, in fact you could see them as the same thing only in different contexts. Values are what are important to us, what we value. For instance, we all value motherhood, and heroism and working for a living and being polite. Values can get very complicated, because there are societal values that just about everyone in a society agrees on, but also different groups have values and even people have values, and they don't understand why everyone doesn't agree with their values. We get cultural and group and personal values mixed up. Laws are rules we pass through governments to keep people from doing things we consider wrong. Laws prescribe punishments for these things. But not all bad things are illegal because laws only work for certain things. For instance, it's illegal to discriminate on the basis of race, but being a racist is not illegal. Morals and ethics are rules based on values. The difference is that morals are absolute and ethics are relative and 'situational'. Jews/Christians/Muslims believe God is a moral God, he makes absolute rules that begin 'Thou shalt not . . '. If he was an ethical God, we wouldn't have the Ten Commandments, we'd have the Ten Guidelines. But, like values, morals vary from one group to another. Some people think it's just plain wrong to cheat on your taxes, while others feel it is almost mandatory. Ethics are rules made just because they are a good idea. For instance, all the lawyers in the country get together and appoint a committee to set ethical rules. They decide, for instance, that lawyers will not get romantically involved with their clients, not because it's immoral or anything, but just because it so often leads to trouble, like malpractice suits. A lawyer shouldn't disparage another lawyer. A lawyer shouldn't lie about his level of experience with a certain kind of case. These are rules lawyers follow voluntarily, not because they feel they're right or wrong, but because they are just a good idea. They are practical rules. As opposed to morals, which are absolute whether they're practical or not.
