The wavelength of visible light occurs between 380nm and 800nm. For colloid particles to be able to scatter visible light, the particles must be of similar size to the wavelength of light being scattered. Colloid particles are commonly about 1000nm in size.

Therefore, the correct answer would be "they scatter light".

They definitely scatter light. I don't believe they have to be that small, though. So, my guess would be (b).
