Yes. Penguins appear to have very short legs and no knees because only the lower leg is externally visible. Their knees and upper legs are feather covered, hiding them from view. This also means that penguins never get cold knees!

Penguins do indeed have the same bones as any other bird, they are just a different shape and size from any other Bird
The bone referred to as a shin bone would no doubt be shorter - heavier than that of another bird.
The stout, short, bones would be needed to support the fat flesh of this bird and the shape and size of said bones would of course be dictated by it's life activity and the conditions under which the creature survives - yes survives - I would lot say lives - I simply do not see the weather down there as Living - it's 40 below Zero
All this could have been reasoned without the need for questioning - Yahoo searches for stuff - try it - or Google with the words "Penguin Skeleton".
Sure they have knees but they do not bend the same way as other critters - not the same flexibility

No they don't.
If you define a knee by a reverse jointed back leg, only mammals have knees. You could define it even more closely to require a patella - which would exclude a lot of mammals.

difficult question ---penguins as with other birds have a different joint arrangement to mammals although they do have 'joints' similar to our knees--the difference being the joints in penguins are formed much higher up close to the hip

Yes they do. They are just like other birds. They are particulary useful when swimming. They are magnificent underwater.
