Are you sure the heater is the correct size for your tank? A heater sould be rated for 5 watts for every gallon of tank volume. So if you have a 10 gallon tank, you should buy a 50W heater. If you need to raise the water temperatre more than 10 degrees over what the room temperature is, go up one in size (so the 50W should be a 75W instead).
Depending on the type of heat you have, some have a knob at the top where you can adjust the setting - if you have one of these, yours might be set to too low of a temperature.

Do you have the right size heater for your tank?
Do you have the temperature set correctly?
If you put in a new heater it takes at least 24 hours to get regulated and you need to leave it on 24/7
If the temperature still doesn't go up after 24 hours your heater might be broken

First off, I can hardly understand what you are trying to ask. You sound young, but if you want help then you need to take the time to write properly so we can understand your question.
If your heater is not working then you'll need to get a new heater. In the mean time you can add warm water to the tank to get the temperature up and also wrap the tank in a blanket to help insulate it while you get a new heater.

Take your heater and wrap it in a couple of plastic bags. Then smash it with a hammer. Then go to the pet shop and purchase a new heater. Make sure it is big enough to heat your tank. If you have a 10 gallon, get a 50 watt, 20 gallon, 100 watt and so on.

Trash that heater and get a new one.
IMO, the Stealth heater is the best. It is not glass, and so not easily breakable, and it is reliable and submersible, and has an auto shut-off for if it comes too high out of the water (during a water change or whatever).

Sweety, get a new heater and fast. I had gotten 2 beautiful angel fish when they were babies. I raised them to be HUGE angel fish and I loved them so much..yea they are fiish but they have feelings and personalities too:) I decided they needed a bigger tank and as clueless to the heater factor. They began to turn upside down. I called the pet store only to have them inform me they were too cold and in shock and dying. I was heartbroken. I don't tell you this to scare you, but you need a new heater or another heater to boost the one you have if it works. Good luck and God bless.

put some warm water in you tank . not to much to shock your fish. you might need a bigger heater depending on the size of your tank. If you have cental heating and air in your house you really don't need a heater. Your heater will probably work it just takes time to heat up the water.

You must be careful ...on the end of the heater is a brass screw. You must use a screwdriver and turn the screw,a quarter of a turn clockwise. Be careful not to turn the screw too much or you will kill the fish. If it still does'nt heat up..take it back to the shop.

You must have some serious air conditioning, and major power bills. If a light bulb doesn't work, you get a new one. If a radio doesn't work, you get a new one. If your heater doesn't work, GET A NEW ONE! I am just wondering, what did you expect to get from asking this question?

you want the water at least 74 degress. Go out and buy one. you need 3-5 watts per gallon. If its in a basement go with 5 watts per gallon.
