UCR and CSU Pomona are not that bad.... UC would probably better than a state school. If you can afford it, go for it. But if you're in So Cal and want to go to a UC, why not apply to them all? UCI, UCLA, UCSD and UCR.... If you can get into one, you can probably get into any of them....

Yes -- they are the lowest rated UCs. However, there are no "crappy" UCs. Merced is still pretty new -- so we don't know what will happen there. But UC-R is better than the best public university in many states (e.g., above University of Arizona, anything in the SUNY, University of Kansas, University of Missouri, etc.).
In my opinion, there are no "Good CSUs" other than the Cal Poly schools -- but even they aren't that highly regarded and certainly don't compare to the worst UC school.
If you can get into any UC school -- choose it over any CSU school.

The best thing to go is go on the college tour. Sometimes school allow you to audit classes and during the sumer allow you to stay for a week. Talk to students within your field ask them how they feel pros and cons. If money is a problem make sure it'll fit your budget in the next few years. Talk to your parents see what they think (most likely won't matter either way though what they feel.) Just do your research no one can help you decide but your self I wish I had been told this set of information. I hope everything works out for you.
