It's based on a "dating sim game."
The main character is an artist who decides to start his career by drawing doujinshi (amateur comics). The series is mostly about the other artists he meets, his trials in getting his comic drawn and printed, and the conventions where they are sold.
It's an okay series: not great, but not bad. Sort of a fairly weak "harem anime" (one guy surrounded by lots of girls) type of show.
Wikipedia says:
"Comic Party is inspired from the real world event of Comiket (Comic Market) held in Tokyo each summer and winter. This is a convention where various artists gather together to share both parody, homage, and original work."
