People ask this question all the time, it's an old one.

Actually they did try to market a mouse-flavoured cat food once, it didn't take off, because people thought it was gross - remember pet food needs to appeal to the owners, not the animals (who can't read), and 'tender chunks of real beef in gravy' sounds a lot more appetising than 'mouse in a can'.

A cat wouldn't eat mouse-flavoured food and think 'ooh yummy, tastes like what I eat outside!!' You're assuming cats catch their favourite food in the wild - they don't, they catch what's available. I'm sure they'd prefer beef if they were able to bring down a cow.

Third reason, as someone correctly said, no company is going to start harvesting mice when they could just use they readily available 'human meats' like beef and lamb.

So to answer your question - because it's not necessary.

Meat by itself really doesn't have much of a "flavor". We cook our meat which caramelizes it and gives it a taste we like (sweet). We also salt and pepper it and otherwise spice it up to make it yummy for us. Fat in meat is something else that gives it flavor. If a cat wasn't weaned to eat raw mice meat by its mother it doesn't know anything about what it might taste like.

Mice would be very uneconomical to raise and harvest for cat food. It is just easier for cat food manufacturers to use the same meat products we use - chicken, lamb, turkey, and fish (which does have a strong flavor), etc.
