There are a lot more than 5 teams that haven't won a superbowl. A few these teams have played in them, but haven't won any. Any Championships before the 1967 SuperBowl (SuperBowl 1) do not count.

Houston Texans, Jacksonville Jaguars, Detriot Lions, Minnesota Vikings, Seattle Seahawks, Arizona Cardinals, New Orleans Saints, Carolina Panthers, Atlanta Falcons, Philadelphia Eagles, San Diego Chargers, Tennessee Titans, Buffalo Bills, Cincinatti Bengals, Cleveland Browns

The Steelers have 6, but their fans like to think the NFL magically started with the first Super Bowl (which wasn't even called the "Super Bowl" at the time.) What Steelers fans can't seem to remember is that the Steelers were the worst team in the NFL for roughly the league's first 40 years. If you include the ENTIRE history of the NFL, the top teams, by number of championships, are: Packers - 13 titles Bears - 9 titles Giants - 8 titles Steelers - 6 titles Yes, that's right, Pittsburgh won zero NFL titles before the Super Bowl era, even considering that there were less than half the teams in the league then as compared to now. I guess that explains the selective memory. No, I'm not a Packers fan.

For sure I am positive the Panthers, Jaguars, and the Texans have not won a super bowl, but it isn't fair to say they are horrible just because of this since each of the teams have not been in the league for more than 10 years each. Panthers/Jaguars have been in the league since 1996 and Houston some time between 2000 and 2002.
That guy above me just wrote down teams that have won a super bowl.
