It's ultimately the same phenomenon as his father trying to denigrate Clinton for being a Rhodes Scholar back in 1992 - as if any working American wouldn't be bursting with pride if his or her own child were to be a Rhodes Scholar. It arises from a cynicism about Americans and a conflation of popular exhortation with elitism.

LOL, the question is what were you on when you thought Bush was a pretty good speaker and debator? Just kidding. That aside, it's interesting to take note of the actual content of what he said in both speaking engagements. Both lack anything substantial. And, the fact that the Texas school system, justice system and prison system were in worse shape after Bush left office than when he entered office is testament to that fact.
