One social services agency receives funds from the government for an annual electric bill assistance program. this agency then grants these funds to another agency so that this latter agency can sign people up for the program and distribute the funds (I don't know why the funds don't go to this agency directly).

When people call me and I tell them to contact the second agency, they frequently inquire as to whether the first agency has a program. I suppose they do this because they feel as though they are losing out on something. So, then, it's my job to explain to them that the first agency _____ the program and that the second _____ it. I am looking for two verbs that would accurately express the respective functions of the two agencies in this situation. I am particularly confused about where to use the verb "administer." Which one of these agencies administers the program? If one "administers" it, what does the other one do? I'm looking for a single verb to express these ideas.

Also, would it be accurate to say that the College Board "administers" the SAT even if it doesn't proctor it? What other verbs might you use to express the idea of the College Board's writing and approving the SAT? Sanction?

I would say that the first agency consigns the funds and the second distributes them. Both agencies administer them in some way.

If I were asked this why contact the second company, I would answer like so......

Ma'am/Sir It would be to your benefit to contact the second agency as they are the ones who implement the program. The first company simply provides the funds to allow the second company to do so and will not be able to answer your questions regarding the program.

How about "originates" for the first word and "administers" for the second. Also, for your follow-up, "originates."
