I think it's a silly rule when the same ends could have been reached by the FIA examining all tires and keeping them secure prior to races, but they chose this route to make the races more fair by alternating tire compounds.
It's true there has been a lot more rubber drama in F1 than IRl or other motorsports, so this must to have seemed the best way to counter it.
