maybe because Hindi isn't their mother tongue!!!! Hindi isn't the only dialect in India....excuse me, but nowhere does it say that all Indians must know Hindi. sheesh.

There should be another category here for questions called "the dumb and the dumbest' In this day and age your question is so full of ignorance. I guess it takes all types to make this world. You cannot feign because your profile shows you are Indian.
The same can be asked of you - Why can't you phrase your Query in correct English ? Your reply will automatically answer your question.
For your explicit benefit -
South Indians speak different languages depending on the State they come from. People from Andhra Pradesh speak Telugu. Those from Tamil Nadu speak Tamil. Kannadiga is spoken by those from Karnataka and so on. Hindi is not their mother tongue, so they cannot speak it fluently.
Hindi though flouted as the National language is still predominantly spoken in North India.
Surprising as it may seem, there are different dialects to this spoken Hindi. Hindi as it should be is spoken and understood is done so by a very few people.
What the North Indians speak is not perfect Hindi. As far as pronunciation is concerned haven't you come across North Indians miss pronouncing the Hindi word for ' Flower '. Most say ' Fool ' instead of ' Phool '.

Because Hindi is not their mother tongue and South India is not a Hindi speaking area. Hence they study Hindi only in School.

I am sure it is nothing got to do with hindi being their mother toung or not......Its all about your intrest you sho in learning new languages. Look at asamees and gujrathi's and Maharashtrian's they know their mother toung as well as hindi.... Just the fact is that south Indians are not intrested in learning the national languages......

People in India speak many different languages. The language spoken will depend on the area you are in. Kind of like Europe. All countries are so close together, but each country has its own language.

they prefer to use english as their second language instead of hindi (first language obviously their local ones), so as a result not many people go for it.
