Could be a number of things. The correct Bit is needed if its a brick house Your bit your using might be dead. You Have the drill set to drill the wrong way. The home might have been resided a couple of times, which is common in western NY. You could have some thick hard woods in there and just need a good bit, depending on what part of the country you live in. You could be hitting a nail, conduit, pipes

Without knowing at all any details (which by the way, might get better answers) I'd have to say SENSIBLE has the best clues.

You don't state the composition of the wall, the drill type, the reasons for the drilling, or what ALL THE WAY means.

Because you are hitting a nail, screw, something in the wall, or your drill bit isn't long enough. I don't know why cant you?

You may be hitting a metal conduit or pipe. There are also metal protectors required in some States that cover electrical lines and plumbing to prevent being damaged by drilling. These are placed on the studs in front of the lines.
