I live in Canada my boyfriend want to move to Romania from Egypt he said its closer to Canada but I am sure u need a vista to go to Romania or to enter Canada

As always, the question is from what country the passport is. If your boyfriend is from Egypt, then the answer is "yes". Not only that, but Nationals of Egypt need an official notarized invitation from a company or individual in Romania, which may be faxed by the Embassy to the Romanian Passport General Directorate or any of the Romania County Passport Authorities for approval (allow at least 30 days).
The link I provided below seems pretty reliable, but you need to contact the embassy or consulate of Romania to be absolutely sure.

I am sure too, but you best check it on the website of the embassy of the countries involved.
In any case, I do not think that Romania is so much closer.
Are you sure you want to go on with this relation?
If so, check all sites for all countries that have info for visa and work permits for people from Egypt and Canada.
If you are not sure, consider breaking up before you spend a lot more time and effort on it.
