Upcoming usually refers to an event that's soon to take place, e.g., "John is excited about the upcoming golf tournament on Thursday." Forthcoming may refer to something that's anticipated or expected, but is not necessarily guaranteed.
"Mary realized she was wrong, but her apology may not be forthcoming."
