First of all it seems you did not ahve a clause for penalties for delayed completions. That way they are fined for delays. Talk with them and ask them why they are so late. Ask them direct if the only way they will finish you is if you take legal action. See what they say and then see what they do. If no action, lawyers are usually helpful. You may have to switch to another builder to complete and then sue the first company for any money of yours they are holding. A complaint to the BBB is good as well.

This is a common problem( not that this fact is at all comforting). I would read over your contract very carefully. Your local BBB will be of great help in directing you towards your next course of action. Talk to them, don't just wage a complaint.
Many contractors, if already paid, will go on to other jobs, take their money, do some of the work and move on.
It's unethical and poor business but if your contract doesn't state to the contrary, you're in for a fight.

I assume that you had a required completion date in your contract, with penalties if they went past that - point it out to them.
If you didn't have anything like that in the contract, you could be in significant trouble - you should have had, but it's too late now.
Is there much left to be done? Without more info, it's hard to tell just what's going on.
You might be wise to consult a lawyer.
