What you have here is an over taxed bio load for that sized set up. The cloudiness is probably a continual bacterial bloom to oxidize the ammonia being produced in such a small space so it can keep up with the load. About the only thing I can think is you need to reduce the load in that tank or move that population over to a 15 or 20 gallon set up.

Give the fish away and start over. In a 5 gallon tank, the most fish (of that kind) that you could have would be 6 Guppies. Make sure you only get male Guppies, that way they won't have a bunch of babies (that will crowd your tank). The cloudiness will go away after about a week, just stop adding chemicals, and it will go away. If you keep your tank clean, the cloudiness will never come back.

It could be a combination of two things: too many fish, or too much food given.
9 fish in a 5 gallon aquarium is sort of pushing the limit as far as sustainability is concerned. Though - I would reconsider the amount of food you're giving first before automatically saying, "I have too many fish." With freshwater, my basic rule of thumb has always been 2 fish per gallon.. so you're right there and if you maintain it properly it shouldn't be that big of a problem.
Make sure you're not feeding them so much at a time that food sinks to the bottom and doesn't get eaten. Start off by doing a 80-85% water change and then begin only feeding once or twice a day only as much as they can consume in about 20-30 seconds.
You could also consider changing the type of food in general. Are you feeding a flake, pellet, etc? Get a flake or something that promises not to cloud water.

It isn't a problem about having a lot of fish. It just depends on how big the tank is. The best thing you could do is keep the fish in a separate tank and clean every little thing inside that tank. It helps my fish though I only have three. If you have a filter, it keeps the fish healthy and the tank to stay fresh and clean.

Your tank sounds like it's way overcrowded. Firstly, a 5-gallon is awfully small to be an aquarium, and plus the smaller tank it is, the harder it is to keep the water clean. I know it sounds weird, but a bigger fish tank is easier to maintain. I'd strongly recommend getting at the very least a 10-gallon, preferably a 20-gallon.

Is the cloudiness a white colour? If it is, then it is going through a cycle.
Have you enough adequate filtration for so many fish? Do you leave it running 24/7? Have u done a 25% water change?

You should only have one fish per gallon. You have 4 fish over the amount you should have. That might be a problem.
Try getting a stronger pump and filter and you might also be feeding themt oo much food. Try tiny bits of food several times a day instead of a bunch of food one time a day. That way you dont have enough food floating around to cloud the water.

Its could be overcrowding.. Remember the rule is one inch of fish per gallon of water. Do you have a local pet shop that would take them. I wouldnt try selling them to them, but just offer them for free. I do this with my pet shop and she now always cuts me deals on other things I might need for my tanks or my birds. A 5 gallon tank is really hard to keep a handle on with more than 2-3 fish

go to the store where you bought the tank,im pretty sure they are gonna tell you,you have too many fish for the size of the tank, did you take the fish out,and the rocks....boil rocks in water(no soap),test chlorine in water?
