Is it a GENUINE Windows CD ? Many "bootleg" copies do not boot properly, as the pirates simply "copied the files" not imaged the discs.

If it's a genuine disc, check BIOS is set to boot from CD first, then try.

First off is this a copy of the XP disc or the original? I ask because I made a copy myself so as to save the original and it won't boot off the copy.
Usually, the best thing to do is to set the boot order in the BIOS. You may have to watch the screen to see which key to push to get to the BIOS, but the usual ones are esc, del, and F1.
Another thought is try a different CD drive in the comp.
