It's 'treatment' and it's basically the second step in writing a screenplay. First you have an idea, then you write it out, you write a treatment.

In terms of screenwriting a treatment is a short prose version of the screenplay that will be written. It shows the characters, plot and major scenes and actions of the proposed film, set out like a story. Studios and producers often request a treatment before requesting that a full script be written, so that they can get an idea of whether or not they want to make the film, who they want to write the screenplay, get an idea of what it might cost to produce it or cast in it, etc...
Treatments can be as few as three or four pages long, or much longer, depending on the complexity of the story.
The main idea is to tell the story of the movie, briefly and informatively.

I'm not sure about screenwriting but in writing in general 'treatment' means how someone deals with a subject or the way a writer shows something. for example in a film set in a socially disadvantaged area you might talk about the writer's treatment of the rural poor.
