If you're really adventurous, you can get by with 'cat >> /etc/passwd', followed by setting the password, creating and chowning the home directory, and so forth.
Seriously, the main thing you have to edit is /etc/passwd, most of the account data goes there. One thing that doesn't is the password, so you have to set that separately. Then you need to create the home directory and make it owned by the specific user. (And maybe copy everything from /etc/skel, the default user files for a new home directory.)
