I had problems with IE7. I had a computer tech look at my machine and was told IE7 works mostly on MS new operating system Vista. I use XP. Only an upgraded computer (cpu, ram, etc.) works well with Vista and IE7. We had to add/remove IE7. Using Firefox we downloaded IE6 from Microsoft.com/downloads. After it was installed and working nicely we went back to microsoft.com and did the latest windows updates for IE6 "only"!! Now I'm fine.

Go to Start | Run and then type CMD in the box labeled "Open:" and then click on OK. This will open what's known as a command window. It looks like an old DOS computer. Type the following, without the quotation marks: "ping google.com" and hit enter. If you get "time out" or some other similar response then you don't have an active Internet connection. You may have to change your firewall settings to permit ping. If you get a reply, usually four replies in a row, then you have a connection. Do what Robin M suggests and install IE6. I also had problems installing IE7 on my pc, as have many, many people.
(To close the command window type "exit" (without quotations) and hit Enter).

Try another site. I use Google to test my connections. It could just be that your first site is not working at present. Use another site to test your connection to be sure.
