The USA without a doubt.

Around half a million international students come to the US each year to attend college. US universities include 40 of the 50 top schools in the Shanghai rankings - that's the most widely cited ranking system in the world done outside the US by non-Americans.

The top US schools (the eight schools of the Ivy League and Duke, Stanford, Uni of Chicago, MIT and the great public universities such as UC Berkeley, Michigan, VA, UNC, etc) are highly respected around the world. But what really makes the US system the best is that unlike Germany and other countries, there are literally thousands of colleges - more than 4000 - so that there is an opportunity for college education for everyone who wants it and is at all capable of profiting from it. Well over 12 million students will be enrolled in college in the USA this year.

The United States. To start with, American high school degrees are generally inferior to those around the world. But then, by the time a student has their bachelors from an American university, they have pretty much caught up with students from around the world with equivalent degrees (and in some cases, an American bachelors degree is equivalent to a masters degree from another country). And if you factor in graduate studies, then the United States wins by far (there's a reason why the top foreign students tend to come to the US for graduate studies).

In particular, Chinese and Indian higher education are, for the most part (but not completely) overrated. Except for one or two institutions in each country, the curriculum is poor, and the professors really don't explain anything (or lecture, or come to class...). The result is that, yes, the students spend a lot of time studying, and may be very smart, and things are very competitive, but the level of understanding which results is somewhat flawed and incomplete.

United States. Because people come here from all over the
world to get the best education. Living in a college town you see it. Pretty sure that Americans aren't going to Asia, Africa, South America, Europe (well, not always Europe) etc. to get a good education.
