You will never know who this person is. I learned why this is from Plato:
Let's consider the opposite for a moment. The most good person possible. Such a person would do good deeds to the best of his ability, even at his own expense. And what could be the greatest expense possible, except not only to work hard at his deeds but to also suffer for them in every way - to lose everything of any value, including material wealth, social recognition, and even ultimately his own life. The very BEST good person would labour on even knowing this would be his inevitable end and would be satisfied that even though he was scorned as the lowest of scum and treated only with disgust, yet he had done good.
We can say the opposite for the greatest of evil people. While any particular evil deeds we can think of would be one thing, it only heightens the evil if the person who does them not only gets away with all his fiendish plans, but is hailed as a hero in the process while other good men instead take the blame. A terrorist and a murderer may be bad, I grant you, but how much worse is a respected leader who secretly sells out the people who trust him and causes many more deaths in the process?
Who are these greatest of saints and lowest of fiends? If we knew, there would probably be others who surpass them still that remain unknown. Reputation itself is part of the good and bad.

Maybe, if we all meet in a convention, like everyone in the world, and we find the most emo, most angry, most rude, most arrogant, most etc. etc. person, yeah, we'd have found the worst scumbag. But I guess personally I am the worst scumbag to myself. Haha ^^

The evil scumbag who deliberately pointed his rucksack full of explosives (and nails) towards a woman with a baby in a pushchair on the underground. Thankfully it didn't work, but the intention was there.
And of course all the other terrorists, Bin Laden, Saddam, etc etc.
