Hell is not part of the physical universe so temperature is irrelevant.
Therefore, people in hell are not in physical bodies so ice water cannot be delivered to them.
Maybe they just want to rejoin the physical universe!

There is a Hell Town in Ohio. And in Ohio it gets cold. So, Hell does freeze over. And like any one else they'd want ice water when it's summer.
The religious Hell wouldn't freeze over, it's supposed to be extremely hot in Hell and therefore wouldn't freeze. "When Hell freezes over" is saying that something would never happen. And since it's always hot, that would explain why they'd want ice water.
