yes they do sleep. fish have no eyelids so people think they don't sleep. but when you see them at the bottom among some rocks or plants, they are resting / recovering. you can see the pectoral or caudal fins move occasionally to keep the fish balance.

Shutting eyes is not a requirement for an animal to sleep. Even some people sleep with their eyes open. LOL. I don't know if fish SLEEP in the sense that people do. But they do something like it. They will zone out, floating somewhere in the water or resting on the bottom, not moving, and when they are like that, they are NOT alert. It can take awhile for them to respond to stimulus. For example, if I catch my betta in that situation, it's unwise to drop food in. When she is alert, she gets the food right off, without any problem. But when she's in that state, she's oblivious, and the food just sinks without notice.
I've noticed too, that if I happen to look in on my big tank in the middle of the night, when the lights have been out long enough for the cardinal tetras to lose color (they get really pale after the lights have been ought a few hours), the diurnal fish will be just floating, not swimming around, very still and quiet. Of course the catfish are busy when it's dark. They hide during the day - I'd guess that's when they rest.
