One should clarify which foreign language?
Assuming English(being a international language) to improve fluency, one should read either good British /American novels.One should avoid novels with American slang language.One may read IanRand writings,writings of Robert Ludlum,Jeffrey Archer,Sherlac Holms,& Penguine classics books ,Alexis Carrol writings, etc to specify few.One should listen to BBC (preferably Radio, for listening will be good),Voice of America,Radio Canada,Radio Austrlia etc.When we watch TV we may not listen properly due to the reason our attention can be on pictures /movies(rather, attention is distributed)& one may not focus on listening. We will be moving/carried away by video shooter & our imagination works very little.In listening a Radio / audio player one can imagine (visualise in mind).
conversing with good english speakers is also good.While speaking one should focus on the style with which other (a good speaker spells (i.e Phonetics).While developing fluency one may imitate a good speaker of his/her choice. since English comes from Great Britain better follow British speakers style & British way of speaking.

first you go for short stories by Jeffry Archer, Frederic Forsyth etc. their story telling is marvellous and sentence construction is supreme.
improving fluency depends on USING the language - especially by writing and verbal communication. keep on trying to express your feelings in words( when you are by yourself). soon you will find what you lack most will be vocabulary and pronunciation of new words acquired by you. if you can understand phonetic symbols then ' word power made easy' is a good book to look up.
