As a resident of middle England I have yet to hear of this being an issue here. I can see that 'damn it' is a curse but not convinced that 'what the hell is'. I occasionally use the phrase in 'what the hell is going on' but now I shall be a little more careful.

It's a curse. Why? Because, in the first place, "hell" like "heaven" must not be mentioned in ordinary speech. Why speak of the Devil's abode when it is not necessary?

Schools usually try to teach what is "proper" in a professional environmnet. Schools try to train students to be ready for the professional world of work. Many people are offended by even slight cusing.
For myself, outside of a religous environment, I don't get so easily offended. I grew up in Brooklyn and this kind of thing was normal living. But I have job troubles with people who are too sensitive to even the slightest off color word.

...and what would you think of the teacher if she/he came into to room and said, "Sit your punk a** down so I can teach you some sh*t?" Respect for others dictates respectful speech and "what the hell," isn't respectful speech.
