while in (N) the bike idles fine. I rev it slightly, she comes up to the speed then drops down and struggles. Will accelerate nice if I open the throttle way up. Will stuggle and cough if I accel slow or maintain speed in 1st or second gear.
Bike is 1986 Honda Rebel

There is no carb synchronizing needed on that model.
It only has one carburetor.
The intake manifold feeds both cylinders.
Check the air cleaner - clean or replace as necessary.
Adjust the valve clearance.
Check the cylinder compression.
Drain the carb into a clean container.
If you see any dirt or junk floating around, clean the carb, drain the fuel tank, add fresh gas and install an in-line fuel filter.
While the bike is idling, put your hands at the mufflers to feel the exhaust pressure.
If it is uneven, one cylinder is in better condition and is running faster then the other.
Engine work will be required.

You need to look at the linkage to be sure nothing is out of sync, and just maybe you need your carbs rebuilt.
