It means he's placing you in the 'wait and see' category, giving you a reason to believe that he's going to come back at some point. He may believe that the possibility is there but he wants to check out his options. Don't bother sitting and waiting tho, back burners usually turn cold and while he's getting on with things, you could be in a stagnant rut because you were waiting for him.
If he's moving on...you move on, if you get back with each other at some point...it's meant to be, if not, you'll find the one right for you eventually.

It means they found someone who they think is hotter/easier then you are and want to mess around with them for right now but should their relationship end they want to be able to come back to you.
Get out of the relationship now! Tell the guy that you think it would be a good idea if you went on a break and in 2 months when he calls you because it didn't work out with his new girl don't answer and don't go back to him.

One possibility is he feels youve been playing games and now hes pissed off and if he told you that hes letting you know hes tired of wasting time on you.
The other possibility is hes playing games with you and telling you he doesnt respect you enough that hes going to have girls ahead of you.
