There are reasons why subtraction is not communative. Here's an example.
5-9=-4
9-5=4
Since -4 does not equal to 4, subtraction is not communative.
Communitive property states that a+b=b+a or ab=ba. This is not true for subtraction, since a-b=-(b-a). a-b does not equal to b-a. This is also not true for division i.e. a/b does not equal to b/a.
Example.
5/4=1.25
4/5=0.8
Since 1.25 does not equal to 0.8, division is not communtative.

the word commutative(in maths) means that if u process the given numbers in ant order the answer is the same.
for eg- addition is commutative: 2+3=5
3+2=5
subtraction is not commutative: 2-3=-1
3-2=1

2-1 = 1
the answers are not the same when you switch the numbers around, therefore subtraction is not commutative.
