It depends on what you are playing on now, and how much you can afford. Some cheap-o guitars are very hard to play and might hinder your learning....go to a music store and try out several and you will see what i mean.

The purpose of getting a new guitar is to get better action maybe some better pickups like a humbucker pickup is great for soloing but new pickups can be put without having to get a new guitar if u have a squire fender now and its holding you back then spring for a new guitar.

it depends. normally, if start off with a really cheap guitar, get a new one after a year of constant playing is not bad. if you got a really good guitar, there is no good reason to get a new one.

Just buy a new guitar when u feel u need a new one. If u feel like ur current guitar is starting to suck and not meet ur demands of it, u know u need a new one.

When your needs exceed the guitar you own. In other words, when the one you have isn't good enough to do what you want to do, it is time to buy a new one.
