This is being carried out by descendants/tribe members somewhere in America. It is being sculpted out of a mountain, will not be finished for years/decades, and is huge. I am sure it Sitting Bull or someone of similar legendary status.

Crazy Horse Mountain in South Dakota. The project is being done by non-Native Americans without federal funding. One family is behind it and, although they have the blessing of the tribe, they make tons of money off the tourists who come to see it. At the same time, that family has lost at least two sons to accidents on the mountain so you can say they've paid the price.
