Definitely give Rent-a-Coder a try. Posting your website design requirements in a new project there is completely free, and you are not obligated to accept any bids.

The site can be a bit intimidating because of the many features, so here is a quick run-down...

1) All buyers and coders/designers have a feedback rating, very similar to eBay. Which means you can check on the performance of any bidder before you get into a work relationship.

2) It's kind of like bidding on eBay, only in reverse... you estimate the most you're willing to pay with your project, and people looking for work tell you how much they're willing to accept as payment. Then you have to sort of balance who has the lowest cost vs. who has the best skills vs. who has the best track record.

3) Many times you might get a better deal by being willing to give new people a chance... workers who will work for less to build a better feedback rating.

4) Both workers and buyers are protected by an escrow system. You pay when the worker is "hired", but they don't get paid until you approve all the work.
