So they aren't a cookie cutter ballpark like everyone else.
Old time parks used to have these quirks inside their parks because they were part of the landscape. Houston just decided to go a little old school and incorporate some of this into their stadium.

Similar to the old ball yard in Chattanooga Tennessee, home of the Lookouts {class AA Southern League} known as Engel Stadium. Had the deepest center field dimension in the minors until they closed it in the 90's; 440' to dead center, with a 20' high cinder block wall and the slanted hill running to left center field with big 10' wooden letters spelling "Lookouts" on the slope. To beat it all, there were 2 Coke bottles, about 6' high on top of the wall in center field !! Harmon Killebrew is supposedly the only one to clear the wall in dead center back in the late 60's {?}

It's stupid. Hey, I am all for the little quirks and things, and I really like Houston's ballpark, but, that hill seems to be an injury waiting to happen. Hell, lets throw some gopher holes out there too!

The hill is weird! If I was playing center field for the New York Mets and visiting the Astros, I'd sue the Astros if I got injured trying to catch a ball on that hill.

It's was put in the blueprints by the Astro's owner. Crosley Field where the Reds used to play had something like this (although I think without the flagpole) and he liked it I guess.
Apparently he didn't think it would make it into the final blueprints, and was surprised when it did.

Just a little quirk to make their park unique, it's no different than the Green Monster or McCovey Cove, just something to distinguish the park.

So opposing players can get hurt and have career ending injuries.
The pole is for strippers to distract the visiting team but obviously it has had the reverse effect.
