Do you mean like the garden gnome idea?

I would do a pair of pants and vest over a long sleeved button-up shirt -- all things you could probably find at home or a thrift store....... and make a cone shaped hat out of heavy felt (or felt glued to card stock or poster paper)

Make a funnel shape out of paper and wrap it around the top of his head to check the size you need -- and when you have a shape and height you like -- use it to cut your hat material....

I would imagine you could buy a falst beard closer to hallowe'en........

Hope this helps
