There are a few great fish that would suit a 10gallon very well and meet all your requirements.

* Dwarf Gourami

I have a pair (male and female) in my community tank, and they are lovely fish. Very beautiful and peaceful. Many websites say that their minimum tank size is 10G, so you would do well with them. They are surface feeders, and have a small mouth, and mine are never too greedy.
They are top/mid dwellers, and grow to 2inches.
Males can be aggressive to males of their own species (but never other fish) and can get aggressive to the female at breeding time, so 10G would be too small for anything other than 2 females or 1 of either sex.

* Rasboras

All Rasboras are peaceful fish, which prefer to be kept in small shoals. They spend most of their time swimming around the top region of the tank.
Harlequin Rasboras are very pretty little fish and would suit your needs perfectly.

* White Cloud Mountain Minnows

Minnows are extremely active little fish that are a joy to watch. When kept in good condition, they are very beautiful fish, with striking colours that can be seen up close as almost neon like.
They are always happiest when kept in groups of at least 4. But they are very small, so this shouldn't be a problem for a 10G tank.
They hang around the top, and are not greedy in the slightest.
The males also display to each other, which is fascinating to watch, as they puff out their fins and do a little shimmying dance side by side as they rise to the top.

They are also very hardy and easy to look after.

There are loads of others I could suggest, but these are my favourites for your requirements.
All of these species also love to be kept with live plants. The mountain minnows especially, who sleep amongst plants of a night. So if you don't have any live plants, then it would be a great idea to do get a couple, as they not only look beautiful in the aquarium, but they are also very beneficial to many fish.

if you want more than one fish, you could go with all FEMALE bettas. id say 3 or 4 would be fine. but definitely do not get males, not even one.

do not get danios of any size. danios are very active fish and need at least a 20 gallon long.

german blue rams? those are cichlids. even though they are one of the more peaceful cichlids, they're cichlids all the same. i wouldnt get these if i were you. i guess if you really wanted them, since they are beautiful fish, 2 is the most you could get. with no other fish.

hatchetfish are surface dwellers and like to be kept in schools. you could get a school (6) of the smaller hatchets. just beware, they are extremely picky about their water conditions and will not survive in perfect conditions.

a dwarf gourami is a surface dweller, but you wouldnt be able to get more than one.

6 neon tetras
3 cory's

Hatchetfish
Danios
Minnows
Guppies
Bettas (they actually are very peaceful and get attacked by other fish)

A good way to tell if a fish is a surface dweller is to look at its mouth. Surface dwellers' mouths are on the top of their heads, so they can just skim along the water and catch food in it... I have a ten gallon tank and i bot 3 medium size gold fish and they were peacful. then i bot 3 bib size fish they ate to much and chased the other goldfish. but big glod fish are good because if you have littel babie gold fish they cant eat them becuase there mouth is too littel. But after i got the big glod fish out and put him in another tank he learned his lesson never chase fish but he still does it sometimes. So i segest meduim or littel gold fish.

I've got 3 Golden White Cloud Minnows. They have a nice orange/white/gold color to them. They're also very active, always swimming around, always together, and don't mess with other fish. They play with my Guppy, but nothing harmful. I also have a 10 gallon tank, so I think White Clouds would be perfect!

Marble Hatchet fish.

They stay on top, small eaters (prefer meats & bloodworms), and they're super peaceful.

They are suicide kings though. Be sure you have a lid on the aquarium with the back on so they can't get out. They can jump about 6 inches to catch flying insects....

Try a simple gold fish. They are simple and have a memory of like five seconds. As long as you don't have any fish that will eat it. Although they usually don't live long, they are really easy and very cheap! Hope I helped...

guppy's or Molly's if you have a bigger tank then a gourami they need minimum of 20 gallons and if your gonna get guppy's only get males otherwise you'll end up with about 50 guppy's in like 3 months

Any of the smaller danios, hatchetfish, guppies, most any killifish, bettas (generally a surface fish)

That's a few hundred to choose from :)

zebra dianos they r 90 cents at petsmart i have two, they r fun to watch, and tiny. other wise, get 2 and then they will breed, they can have 2 for every gallon
