GACK !!!
we dont need to spend money on any of the departments at all - get rid of every single one of them - and all our problems disappear
oh - sorry - i forgot somepeople here trust our government - how very UN-american of them to believe that the government is telling the truth
My gut tells me these people are the ones that will be crying for help when the evidence that bush is a tyrant comes to light next year as he causes the next world to kick off

If you know all the answers because you have all the data then a gut feeling is NOT the thing to follow.
A gut feeling is an emotional response based on chemical secretions not logic.
Logic is always better.
Emotional response has served all life forms well for centuries and if the data is NOT available to make logical decisions, go with the gut feeling.
Until we find a way to be 100% positive about every situation, get the data you CAN and run with it before it is too late to successfully avoid disaster.
Spend the time and the money to get the data needed to make the logical decisions; if you can afford it.

My theory is that a gut feeling comes from all the previous knowledge that you have accumulated on something coming at once to provide you with the answer.
Do we need to spend money creating a department to run with gut feeling? No, of course not.

Its my guess Chertoff is regretting the use of that phrase. There is a press conference today about an emergency meeting being held tomorrow. I find that interesting because in a normal world it would be the other way around. Do you think there will be another press conference after the meeting or will it be a secret as to what was decided but they just want us to have the gut feeling that they are taking care of business?

Your question leaves me wondering if you're thinking of some specific department.
Gut feeling can provide good input, but it is definitely not all that's needed for a major organization to function well. If that's all that's needed, I'd say the department isn't that necessary, and we could probably put the money to better use elsewhere.

I wonder was it a "gut feeling" which made him destroy/depose of all the evidence at the Pentagon on 9/11 too.
What about the "gut feeling" of his cousin Benjamin at 'Popular Mechanics' about why so many people have problems with his attempts to explain 9/11?
not least, Dr David Ray Griffin.
