You are pointed in the right direction, but with out the funding this could mean dissaster before you start. Marin grade plywood 3/4" thick 4x8 sheet is 37.00 ea. You need to start with a barge of some sort. You can go to a local car wash and see if they have the old polyurethane drums that there soaps come in, and see if you can have them. Then Frame the drums in a square or rectangle of your desired size. Keep in mind that the bigger you go the more drums you will need. Make sure they give you the screw on caps that come with the drums. I used this idea at my fishing camp to build our warf. it's floating for tide movement and made it thru Hurricane Katrina. If you have a little bit if carpentry skills than you can accomplish this task. The money issue may be a problem. good luck building

Depending on where you live, you can check around some Marinas for giveaways. You may get lucky. $200 may be a dream today with the costs of materials, heck one life vest can cost $50 and with all the Hurricane damage lumber not cheap or paint. But, we have to start somewhere, ;-)
There are a few websites with free boat plans, I try to get you one. But, for material costs you maybe better looking for a freebie up front and working from that. Also, check around where they building new homes, sometimes there a scrap pile and you be surprised to find a few 2x4's and even a sheet of plywood. Be sure to ask before you grab.

The plans here are old and in the public domain, you may get some ideas;

Here the guy tells how they got a free boat (Sailboat) and later give it to a friend and start fixing another free boat (Catamaran);

You could buy some old 55 gallon barrels and lash them to the sides of a shed made of treated lumber. Still $200 wouldn't buy much, treated lumber is expensive.
