Way too much, the reason they came up with that saying is because they wanted to motivate people to use less because they were using too much.

I do not think less is more... I am sure that they taught me in school that 2 is a smaller number than 5.

more is simply an adjective describing a quantity. the quantity here is indefinite. it then depends in the particular context of application. 20 dollars could be more in say Darfur, and the same amount could be less in say less in NYC. YOU GET THE LOGIC? contextual definition sets the boundary.

Probably too much. For example, in giving an explanation, a concise and clear statement is worth more than a wordy, not-to-the point one. So what the expression means is "be concise."
