Not intentionally, but who pays and what happens to the delivery if I am one ounce off on the weight? If I weigh the package as it is ready for shipping but the tape adds say an ounce, what happens? I guess this is a learn as you go process and I am not sure it is worth it for just "stuff around the house".

Probably nothing.

If you are making your labels thru the PayPal/USPS connection, you will be printing the label with the package weight on the label.

Unless the window clerk at the local post office actually weighs each of these "click and ship" parcels (and only those who are obsessive/compulsive will) it will go through.

I usually just leave my click 'n ship parcels at an emply window at the post office. They're always collected, Or if they fit drop them in the bin.

You may be able to buy a scale for up to 30-50 lbs at your local flea market, for maybe $5 or so. Or at Craig's List.

Most list the final shipping costs or use the shipping calculator. The winning bidder pays the bid price plus the specified shipping. If, you give an incorrect amount then you would pay the difference. Many say Shipping and Handling, just like any other business we order from. They can weigh the package and for example it ships for $8. They may add an additional 50% of $4 for Handling fees (Cost of box, tape etc.). This make the total shipping and handling charges $12 and will help cover math problems.
The other day I sent a package and stated $7 for shipping. I always give a free gift to my customers (They never know up front) and this gift was a small book. Well, silly me did not think of the added weight and as a result of adding the book, my shipping was $7.80. So, I paid the additional .80 cents, which was only fair as they not ask for the free gift.
I found a nice analog scale in a yard sale and my fist package I verified the weight with the Post Office and seen the scale was reliable. Then it was all over the Internet. They even pickup my package at my home.

There are a couple of things you can do. I went to the post office website. You can set up a business account and they will send you free boxes and packing supplies. You can go to their website and it will give you an idea on what it will cost to send package. It is the postage calculator. What I normally do before I put something on Ebay is put everything in and take it to post office. They have scales on countertop and I weigh each package and write it down. then you cann add a couple of ounces to each package. On Ebay you can put a flat fee or charge people what it costs to send to their zipcode. I personally charge what it costs to send to the winning bidders zipcode. You can also charge a shipping and handling fee also. Hope this helps
