when a desription for a desktop PC says "no wireless networking" does that mean I won't be able to set up a router to use with my laptop?

It probably means that the PC doesn't already have a wireless adapter installed on it. A router would require only an Ethernet port, which the computer probably does have.

You can buy wireless adapters to give the PC wireless connection capability; they are all very reasonably priced.
