There is no "best" one. I suggest you either learn to do regedits manually which is the best way (but this takes education) or you reformat the pc, or you hire it done.
There are some frauds in the on line regedit business as well. If you use one that is a fraud, you will soon know it and regret it. Then you reformat the whole system.
Sorry but regedits are not lightweight work to be done by some canned software product. I would like to beleive there was such a magic product but there is none.

DON'T listen to Thoughs other people
as yes you could get a registry cleaner but computers have more problems than just problems in the registry you fix one problem and poof another one appears
so do this
http://www.tune-up.com/products/tuneup-utilities/
install it and play around with it
(i would suggest doing them all in order one by one skipping out the customize one) as you can do this later
now this program will not only allow you to fix the registry but it will repair broken sectors and has many other features to tweak and tune your whole PC for optimal style or optimal performance and speed
enjoy
