As for women, I think it's different for each one and it depends on who's doing the looking. As far as my fiance and past boyfriends have said, it's the mischievious spark in my eyes when I'm up to no good. ;)

if the guy or girl is well fit, then their whole body!slowly rubbing their body with ur fingertips so lightly. it really depends though. if its a big person, than nothing. sorry.
